dc.description.abstract The Government services industry in Sri Lanka provides a significant contribution to the local economy. Government Departments play a major role in providing these services covering several areas of work. The use of ICT/ Enterprise Application software systems is at a minimal stage according to the previous researches conducted on this subject. In that context, the objective of this research study was to identify the main reasons that cause the limited use of enterprise software systems in government departments. Based on the results, SAAS drivers in government departments were identified and the strategies for SAAS implementation were formulated according to the conceptual framework developed by the researcher. Both quantitative and qualitative methods have been employed for this study. Even though the term SAAS has been a topic which was heavily discussed recently, a fewer/ no related studies had been carried out so far to analyze the SAAS adoptability in Sri Lankan market. The importance of this study is that it evaluates new pathway for the government departments to improve the usage of Enterprise Application systems in their operations. Additionally, this evaluation provides new sight for the Software industry to broaden their business operation. Senior Administrative staff of all the government departments was considered as the main target population and convenience sampling method was used to select the sample.A questionnaire survey among the Administrative staff of 79 government departments, questionnaire survey/ structured interviews with SAAS Application Service Providers, IDC operators and ICTA staff were done in an orderly manner. The data obtained were analysed in a structured way. Then, the reasons for limited use of software systems and SAAS drivers in government departments were identified. Using those as the framework, some strategies were formulated to implement SAAS based HRIS and Document Archival systems in government departments of Sri Lanka. en_US
